中国国有企业改制前后经营状况

[摘要]中国国有企业改革已经历时30多年,在这个过程中,中国企业一直坚持效率先导的改革政策。“效率优先,兼顾公平”,在这一口号的指引下,先后采取了股份制改革、债转股、员工下岗分流等一系列措施,给国有企业松绑,使得国有企业效率大大提高。改革取得了可喜的成绩。然而,时至今日,改革过程中的一些隐性问题也逐渐暴露出来,甚至有的问题已经成为主导中国国有企业改革成败的关键性问题。公平与效率之间的矛盾就是这众多问题中最为关键的一个。基于这个原因,本文将选取公平与效率关系这个角度,对中国国有企业改革进行分析。笔者认为,在中国国有企业改革过程中,公平与效率的矛盾很大程度上反映为收入差距的扩大与经济增长之间的矛盾,而引起收入差距扩大的原因虽然很多,但员工下岗分流制度的实行是一个很重要的因素。

The reforming process and results of State-owned Enterprises in China

[Abstract]Chinese state-ownedenterprise reformhas beenfor many years,in the process,the efficiency ofthe pilotwe have been insistingthe reform policies. Efficiencyconsideration to fairness. Under the guidanceof thisslogan, hasadopted ajoint-stock reform,debt, employeeslaid offa series of measurestorelaxthe state-ownedenterprises, making the state-ownedenterpriseefficiency is improved.Reform has achievedencouraging results. However, to date,state-ownedenterpriseshas entered into acritical stage of reform, the reformprocess in somehiddenissues have beenexposed, and evensome of the issues have become thedominantstate-ownedenterprise reform,the key issue ofsuccess or failure.The conflict betweenfairness and efficiencyof manyproblemsisthatthe most criticalone.For this reason,thisrelationship betweenfairness and efficiencywill be selectedthis perspective,China'sstate-ownedenterprise reformanalysis.I believe that,in the process ofstate-ownedenterprise reform,the contradiction betweenequity and efficiencytoa large extentreflects thewidening income gapandcontradiction between economicgrowths,wideningincome gapcaused bymanyreasons, though, but the employeeslaid-offsystempractice isavery important factor.
